In January 2013, the Commissioner decided to implement a stop and search dip-sampling procedure to be undertaken on his behalf by a dip-sampling group (Decision Log Number PCCG-2013-001) consisting of members from the Independent Advisory Group (IAG) who undertake the exercise as members of the community. A total of 200 stop and search records, selected at random, were examined during the exercise with the results fed back to the Force.

The GIFT Board will meet the referred projects and assess if the schemes will be taken forward with funding requested from the Office of the Police and Crime Commissioner.

The Chief Executive for the Police and Crime Commissioner for Gwent is able to undertake decisions on urgent matters in accordance with Part 3c, Scheme of Consent and Delegation, Paragraph 9 of the Manual of Corporate Governance.The information contained in the report has been subjected to the requirements of the Freedom of Information Act 2000, Data Protection Act 1998 and the Office of the Police and Crime Commissioner for Gwent's public interest test and is deemed to be exempt from publication under section 7.

The contract has been awarded as per paragraph 63(c) of the Manual of Corpoate Governance.

The University of South Wales is currently undertaking research to determine what a Gwent Regional IDVA service would look like. Until this research has been completed and a way forward agreed, each of the four Local Authority areas will continue to deliver this service.

A total of £16,141.00 has been provided to Prescoed Prison for the purchase of necessary equipment to further assist the establishment of the horticulture unit.

The Police and Crime Commissioner is pleased to note the high standard of perforamnce in this area.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.
