The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

This sum is supplemental to the £101,000 already allocated for the 2017/18 financial year and forms part of the Grant Agreement to prevent and divert young people from involvement in anti-social behaviour and crime.

The donation of the bicycle enables the recipient to become more mobile and independent and supports him in making his commitments to remain both drug free and stop his offending.

Section 26 of the Police Act 1996 requires that the Police and Crime Commissioner authorises the travel and attendance overseas of any officer or staff member providing assistance to an internal organisation or any other body which is engaged outside the UK in policing activities.

The decisionmade is to extend the contract at a value of £38,661 for a further 6 months until end September 2018 to allow for a robust commissioning process to be developed and delivered for Gwent.

Under the Welsh language standards imposed on the Police and Crime Commissioner, from the 30th March 2017 the Commissioner is required to produce an Annual Monitoring Report for each financial year, related to a number of specific standards.

The Commissioner is satisfied that the complaints examined had been dealt with appropriately by the Chief Constable.
