The Police Reform and Social Responsibility Act places a statutory responsibility on policing bodies to collaborate. It is requested that the Commissioner approve the adoption of the joint Force and Office of the Police and Crime Commissioner collaboration strategy.

Home Office circular 43/2001 outlines the Home Secretary's approval of guidance to Police Authorities on financial assistance to officers in legal proceedings. The guidance has now transferred to Police and Crime Commissioners.The information contained in the Legal Expenses Reimbursement report has been subjected to the requirements of the Freedom of Information Act 2000, Data Protection Act 1998 and the Office of the Police and Crime Commissioner for Gwent's public interest test and is deemed to be exempt from publication under sections 1 and 2.

The Commissioner has monitored progress of the Staying Ahead Programme, as of the 31st December 2012, £33.880 million of savings schemes had been identified. Of these identified schemes £23.242 million have been delivered with £10.638 million of identified savings still outstanding.

The Commissioner received a business case on the feasability of entering into a partnership arrangement relating to the provision of an integrated finance and resources system. After discussion with Chief Officers and weighing up other options available, the Commissioner has decided not to progress with the Cheshire and Northamptonshire collaborative arrangement. Other options are currently being researched.

The Commissioner has been informed of the action taken regarding the sale of the car park adjacent to Abercarn Police Station in accordance with delegated authority to the Chief Finance Officer for the Office of the Chief Constable.

A joint strategic lead for procurement across the three southern policing bodies was appointed with the remit to develop a collaborative procurement service. Following discussion at the Welsh Police Finance and Resources Group support for the continuation of the role for the next year to 31st March 2014 was confirmed.

The Commissioner has been asked to approve the request to award the contract to Tenderer B (Wilker UK Ltd) for the conversion of two vehicles into mobile police stations. The contract is awarded under the Police and Crime Commissioner for Gwent Standing Orders relating to Contracts, paragraph 20, most economically advantageous tender.

The Commissioner has been asked to approve the request to extend the current contract for a 12 month period in accordance with the Police and Crime Commissioner for Gwent Standing Orders relating to Contracts, paragraph 125. The request was approved with the proviso that the Chief Constable undertakes a review into the use of agency staff.
