As part of the work undertaken towards the introduction of the Police and Crime Commissioner, the four Welsh Police Authorities agreed to revise and update a number of key Human Resources policies to ensure they were fit for purpose and suitable for use under the Police and Crime Commissioner. The Recruitment and Selection Policy was previously approved on an all Wales basis on 30th March 2012 and by Gwent Police Authority on the 28th May 2012 and has been adhered to since this date.

The Commissioner has been asked to approve the request to adopt the Joint Engagement Strategy with the Force. The Commissioner has a statutory responsibility to obtain the views of the community as set out in the Police Reform and Social Responsibility Act 2011.

The Commissioner has been asked to agree that a commissioning framework be developed over the next 12 months to oversee the provision of grants as set out under section 9 of the Police Reform and Social Responsibility Act.

The Commissioner has been asked to approve the request to extend the current contract with TTC 2000 for the provision of driver education offender rehabilitation scheme(s) for 12 months under the Police and Crime Commissioner for Gwent, Governance Part 5 Standing Orders Relating to Contracts, paragraph 125.

The Commissioner has been asked to approve the request to award a contract for the provision of high performance vehicles to BMW for 2 years with an option to extend for a further 1 year under the Police and Crime Commissioner for Gwent, Governance Part 5 Standing Orders Relating to Contracts, paragraph 88, most economically advantageous tender.

There is currently a two-tiered approach to managing risk within the organisation. The strategic level which involved management of high level, corporate risks that will impact the Force as a whole and the achievement if Force objectives and the organisational level, whereby risks are managed on a local and departmental level. The Commissioner has therefore been asked to continue with the current approach to monitoring strategic risk and to establish a new risk register for the Office of the Police and Crime Commissioner.

The Financial Management Code of Practice for the Police Service of England and Wales requires that a Police and Crime Commissioner and Chief Constable establishes an Independent Audit Committee and recommends this should be a combined body. Following an open recruiting process three of the five independent members of the Joint Audit Committee were appointed, subject to confirmation foloowing the election of the Police and Crime Commissioner, from the 30th September 2012 for a period of five years.
