The transition arrangements from Police Authoruty to Police and Crime Commissioner necessitated planning and redesign of processes to address the responsibilitied established within the Police Act. As part of this process a checklist was adopted to ensure due diligence was provided to the transfer of assets and liabilities. The Commissioner has requested that all outstanding issues are completed by the 31st March 2013.

The Commissioner is required to determine the budget for 2013-14 and then set the council tax precept in consultation with the Police and Crime Panel. The proposals were endorsed by the Panel on the 11th January 2013.

Treasury Management covers borrowing, investing, banking and cash flow management. The Commissioner is required to adopt and comply with the CIPFA Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2013-14 to 2015-16 and the Treasury Management Practices have been agreed in order to comply with the codes.

After assessing value for money, the Commissioner has agreed to the relocation of head office services to Vantage Point, Cwmbran. The Commissioner has agreed with the Chief Constable to review the timeline of neighbourhood reprovision whilst the decommissioning of headquarters progresses throughout 2013. All decisions made will be the most suitable for the communities concerned.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

The Police Reform and Social Responsibility Act places a statutory responsibility on policing bodies to collaborate. It is requested that the Commissioner approve the adoption of the joint Force and Office of the Police and Crime Commissioner collaboration strategy.

The Commissioner has been informed of the action taken regarding the sale of Rassau police station in accordance with delegated authority to the Chief Finance Officer for the Office of the Chief Constable.

Home Office circular 43/2001 outlines the Home Secretary's approval of guidance to Police Authorities on financial assistance to officers in legal proceedings. The guidance has now transferred to Police and Crime Commissioners.The information contained in the Legal Expenses Reimbursement report has been subjected to the requirements of the Freedom of Information Act 2000, Data Protection Act 1998 and the Office of the Police and Crime Commissioner for Gwent's public interest test and is deemed to be exempt from publication under sections 1 and 2.
