The driver for change detailed in the Estate Strategy is to develop an estate that is suitable to support modern policing.

The Commissioner is required to determine the budget for 2013-14 and then set the council tax precept in consultation with the Police and Crime Panel. The proposals were endorsed by the Panel on the 11th January 2013.

Treasury Management covers borrowing, investing, banking and cash flow management. The Commissioner is required to adopt and comply with the CIPFA Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2013-14 to 2015-16 and the Treasury Management Practices have been agreed in order to comply with the codes.

After assessing value for money, the Commissioner has agreed to the relocation of head office services to Vantage Point, Cwmbran. The Commissioner has agreed with the Chief Constable to review the timeline of neighbourhood reprovision whilst the decommissioning of headquarters progresses throughout 2013. All decisions made will be the most suitable for the communities concerned.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

The Police and Criminal Evidence (PACE) Code A 5.4 requires the Force and Commissioner to make arrangements for records to be scrutinised by representatives of the community. A stop and search dip sampling group will be established and a summary of results published following each meeting.

The Commissioner has been informed of the action taken regarding the sale of Rassau police station in accordance with delegated authority to the Chief Finance Officer for the Office of the Chief Constable.
