The Police and Social Responsibility Act 2011 require, as the Police and Crime Commissioner for Gwent, I publish my Police and Crime Plan 2013-2017 by the end of the financial year in which I am elected.

The report enables the Commissioner to have oversight of the key national issues and learning in respect of service delivery and performance which may impact on public confidence. Please note that the action plan that accompanies this decision contains exempt information and will not be published.

The Commissioner, under the Police Reform and Social Responsibility Act 2011, Sections 9&10, has the ability to make crime and disorder grants. Considering the requirements under the Act, the current service provision landscape in Gwent and the progress made to date in producing a commissioning framework the Commissioner has decided to award the Positive Futures programme £100,000 for the financial year 2013/14. Positive Futures will need to provide evidence to show that the funding allocated is being used effectively to meet my policing priorities.

Income generation provides additional resource to support policing in Gwent while also exploring opportunities of working with partner agencies within the community.

The Commissioner has been asked to approve the request to award the contract for 18 months in accordance with the Police and Crime Commissioner for Gwent Standing Orders relating to Contracts, paragraph 20.

The Commissioner has been asked to approve the sale of Blaenavon Police Station.

The Commissioner has been informed of the action taken regarding the sale of land at De Winton, Llanbradach in accordance with delegated authority to the Chief Finance Officer for the Office of the Chief Constable.

The transition arrangements from Police Authoruty to Police and Crime Commissioner necessitated planning and redesign of processes to address the responsibilitied established within the Police Act. As part of this process a checklist was adopted to ensure due diligence was provided to the transfer of assets and liabilities. The Commissioner has requested that all outstanding issues are completed by the 31st March 2013.
