Treasury Management covers borrowing, investing, banking and cash flow management.The Commissioner is required to adopt and comply with the CIPFA Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2014/15 to 2016/17 and the Treasury Management Practices have been agreed in order to comply with the codes.

The Commissioner will continue to work with the AWSLCP, Welsh Government and other Welsh Commissioners to ensure that the future programme meets the policing priorities and provides value for money.

As a result of experiences elsewhere in the country where the Police and Crime Commissioner is no longer in post, we need to ensure that the Deputy Police and Crime Commissioner can undertake the role of Commissioner in appropriate circumstances.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

There is a statutory requirement for Police and Crime Commissioners to monitor complaints against officers and staff of the force within the Police Reform and Social Responsibility Act 2011.It is requested that the Chief Constable gives consideration to the recommendations detailed within this decision log.

The Strategy has been developed to support the force delivery of the Police and Crime Plan and reflects the national policing approach to digitisation which is embedded in the organisational priorities.
