The contract is awarded for two years in accordance with the Crown Commercial Services G-Cloud 6 framework terms and conditions.

The Strategy and Performance Board (SPB) is the primary forum at which the Commissioner holds the Chief Constable to account in accordance with section 1(8) of the Police Reform and Social Responsibility Act 2011. The SPB is also the primary consultation forum for strategic decisions that affect both the Commissioner and the Chief Constable.In the interests of transparency, the Commissioner requested that all meetings were made available for the public to attend rather than every other meeting as suggested within the report.The amendments were approved at the SPB meeting held on 24th March 2015.

The Commissioner is responsible for approving the overall framework of accountability and control and monitoring compliance in relation to asset management as set out in the Police and Crime Commissioner for Gwent's Manual of Corporate Governance, paragraph 1.1.4.The Strategy was approved at the Strategy and Performance Board Meeting held on 24th March 2015.

The Gwent Youth Forum enables the Office of the Police and Crime Commissioner to engage with young people across the Gwent area with a view to identifying the policing issues that matter the most to young people.

A review of the Manual of Corporate Governance is undertaken on an annual basis by the Strategic Planning Group. The Joint Audit Committee recommended approval of the amendments at their meeting held on 11th March 2015 before final approval was requested from the Commissioner and Chief Constable at the Strategy and Performance Board Meeting on 24th March 2015.

Two elements of the Police and Crime Plan are increasing public confidence and ensuring delivery of the best quality of service available. It is important that any expressions of dissatisfaction or complaints are captured and dealt with appropriately in order to ensure public confidence in the system. We can also use feedback from the public as a valuable way of transforming the organisation for the better through learning opportunities.

Brake is a leading, government-funded national provider of specialist support to bereaved and seriously injured road crash victims. The support from Brake is delivered in partnership with every police force in the UK. This provision further enhances the services the Commissioner provides to victims within his victims commissioning responsibilities.

The aim of the activity is to provide young people with an opportunity to comment on various elements of policing to help inform the work programme for the Office of the Police and Crime Commissioner.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.
