The Financial Management Code of Practice for the Police Service of England and Wales requires that a Police and Crime Commissioner and Chief Constable establishes an Independent Audit Committee and recommends this should be a combined body. Following an open recruiting process three of the five independent members of the Joint Audit Committee were appointed, subject to confirmation foloowing the election of the Police and Crime Commissioner, from the 30th September 2012 for a period of five years.

The Commissioner has been asked to approve the protocol on complaints and the procedure for dip sampling. The protocol and the dip sampling procedure are required under section 17 of the Policing Protocol Order 2011, to ensure guidelines are established for the monitoring of complaints.

The Commissioner has been asked to approve the request to extend the current contract for the provision of an internal audit service by 24 months under the Police and Crime Commissioner for Gwent, Governance Part 5 Standing Orders Relating to Contracts, paragraph 125.

As part of the Commissoners monitoring duties under section 17 of the Policing Protocol Order 2011, the performance of the Professsional Standards Department has been monitored. It was agreed that the Commissioner would continue to meet with the Independent Police Complaints Commissioner for Wales and that monthly meetings would take place between the Force and the Office of the Police and Crime Commissioner.

A £4million deficit had been projected for 2016/17; further discussions would be needed in order to identofy how this saving was to be made. We requested more detailed explanations were provided on the Medium Term Revenue Projections 2012/13 to 2016/17 Assumptions appendix and that further detail on the reing-fenced reserves was also provided. Further reports were to be provided to the Joint Audit Committee and to the Police and Crime Panel in January 2013.

The Commissioner has been asked to agree that a commissioning framework be developed over the next 12 months to oversee the provision of grants as set out under section 9 of the Police Reform and Social Responsibility Act.

The Commissioner has been asked to approve the request to extend the current contract with TTC 2000 for the provision of driver education offender rehabilitation scheme(s) for 12 months under the Police and Crime Commissioner for Gwent, Governance Part 5 Standing Orders Relating to Contracts, paragraph 125.

The Commissioner has been asked to approve the request to award a contract for the provision of high performance vehicles to BMW for 2 years with an option to extend for a further 1 year under the Police and Crime Commissioner for Gwent, Governance Part 5 Standing Orders Relating to Contracts, paragraph 88, most economically advantageous tender.
