The Commissioner has been asked to approve the request to extend the current contract for a 12 month period in accordance with the Police and Crime Commissioner for Gwent Standing Orders relating to Contracts, paragraph 125.

The forecast outturn for the financial year 2012/13 is an underspend of £1.6 million. This has been generated from delivering savings ahead of plan from the Staying Ahead programme and also from a number of non recurrent items.

The HMIC Inspection of Integrity report drew attention to three Areas For Improvement (AFIs) which have been momitored by the Chief Officer team and the Commissioner. All AFIs have been actioned and are now complete.

The driver for change detailed in the Estate Strategy is to develop an estate that is suitable to support modern policing.

As part of the Commissoners monitoring duties under section 17 of the Policing Protocol Order 2011, the overall performance of the Force has been monitored.

The Commissioner has monitored progress of the Staying Ahead Programme, as of the 30th January 2013, £35.378 million of savings schemes had been identified. Of these identified schemes £24.273 million have been delivered with £11.105 million of identified savings still outstanding.

The transition arrangements from Police Authoruty to Police and Crime Commissioner necessitated planning and redesign of processes to address the responsibilitied established within the Police Act. As part of this process a checklist was adopted to ensure due diligence was provided to the transfer of assets and liabilities. The Commissioner has requested that all outstanding issues are completed by the 31st March 2013.

The Commissioner is required to determine the budget for 2013-14 and then set the council tax precept in consultation with the Police and Crime Panel. The proposals were endorsed by the Panel on the 11th January 2013.

Treasury Management covers borrowing, investing, banking and cash flow management. The Commissioner is required to adopt and comply with the CIPFA Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2013-14 to 2015-16 and the Treasury Management Practices have been agreed in order to comply with the codes.
