In order to assist the delivery of the Police and Crime Plan priorities, the Commissioner has agreed to establsih a recurrent commissioning fund of up to £100,000 known as the Police Commissioner's Partnership Fund. Applications will be sought in two tiers. Tier one will provide funding up to £10,000 while tier two will provide funding from £10,001 to a maximum of £25,000 per organisation applying. Each successful organisation will need to provide me with such information to reassure me that the funding granted is being used effectively to provide a service that meets my priorities for Gwent as stipulated in my Police and Crime Plan.

The Commissioner agreed to award the contract for the provision of cleaning service to Tenderer D (Solo) following the completion of a Most Economically Advantageous Tender (MEAT) process.

A one month extension period is requested to allow for the approval and award of the new contract to the successful supplier.

The Commissioner is requested to agree to commission the service for 4 years with the provision to extend 1+1 years allowing for the current term of the Commissioner to oversee the management of the commissioned service, together with allowing the newly elected Commissioner twelve months in which to evaluate the provision of the Gwent DIP model.

The agreement is made pursuant to Section 22a of the Police Act 1996 and in furtherance of my functions under Article 4 of the Police Authorities (Particular Functions and Transitional Provisions) Order 2008 (both as amended by the Police Reform and Social Responsibility Act 2011) to secure co-operation with other police forces and/or policing bodies where that is in the interests of efficiency or effectiveness.

The previous Chief Constable for Gwent retired from office on 7th June 2013 with immediate effect. The Commissioner has agreed to exercise his power to appoint a Chief Constable as per Schedule 8(2) of the Police Reform and Social Responsibility Act 2011. The appointment will be subject to a confirmation hearing by the Police and Crime Panel.
