1. How many senior police officers of your force have allocated drivers and vehicles for their use? 2. What ranks are entitled to the use of a car and driver? How many officers is that? 3. What was the total annual cost (2018/19) of providing cars and drivers for use by senior police officers? 4. Do you, as PCC, have the use of a vehicle and driver? If so, at what cost? 5. Senior managers of other public sector organisations of comparable cost, size and complexity manage to fulfil their roles without having drivers and cars, what therefore is the justification and perceived public benefit which accrues as a result of your senior officers having this facility? 6. Why cannot your senior police officers (and yourself) drive themselves, (as do other public officials) in your own cars and claim a mileage allowance? 7. Do any of the cars used by the PCC or senior police officers have “retained” number plates? If YES, how many, at what cost and what is the claimed public benefit of having them?

On 29 May 2018 & 18 October 2018 PC 1834 used his BWV to record occasions when I attended a police station to make victim statements for ongoing investigations in other forces. I had not encountered Burns before but on both occasions his conduct was intentionally destructive to the purpose of each meeting. I made 2 SAR requests to obtain copies of the recordings. I was told the first time that his BWV unit had failed to record. This was a lie as during the second meetingthe PC admitted that he'd had the recording all along. I added this information to the second SAR request to obtain copies of both. Gwent police initially agreed to provide copies, then refused to provide those copies as Burns withheld permission. ICO supported Gwent's decision to prioritise PC's rights above mine, which means that I have no evidence to reportthe PCto Professional Standards for his aggressive abusive provocative behaviour unprovoked by me. I was not able to complete the statements I attended to make because of his disruptive attitude, comments, questions and actions. Had he behaved appropriately, this situation would not have arisen. The PC's face is not on the footage as he was wearing the BWV unit in operation. On what basis is he permitted to remain unreported for misconduct when the deemed owner of the videos is me, as the person who appears in them? The PChas repeatedly abused his position. His seniors, and ICO, are condoning an abuse of position, which brings Gwent police into disrepute. As Commissioner, this is a matter for your attention.

1) Do you currently have a contract in place with an external provider for the provision of communication support? Communication support is defined as media management, public relations, social media, internal communication, employing engagement and marketing? 2) What date is the contact due to expire/be up for renewal? 3) Who currently holds this contract (if any)? 4) What was the value of the last communication support contract awarded and what was this for? 5) Is there a provision within your office to have ad-hoc communication specialists work with you, for example on a particular project. 6) When, if ever was a communication review carried out by an external body i.e. communication company, consultant etc. A communication review looks at output, structure, expenditure and impact.

Please provide all Performance Indicator reports based onSexual Assault Referral Centre Indicators of Performance in SARCs since the onset of SARCIPs (2017). There should be at least seven documents which have been produced so far collating activity reports from the individual SARCs. SARCs must provide activity reports in line with the SARCs management information stipulated template, Sexual Assault Referral Centres Indicators of Performance (SARCIP) and are reported to youquarterly.

Can you please advise and confirm that 1) The constabulary has to abide by the Common law of the land as opposed to any other laws which are all unlawful and do not protect the rights of the sovereign people. 2) Every sovereign entity has the right to still remain innocent until proven guilty and NO business or entity can override it under any circumstances. 3) During the course of an investigation, the police must speak with all affected parties and or witnesses. 4) During the course of an investigation the constables must review all evidence presented / offered to them before they make a final decision. 5) Please explain the differences between a non ranked officer and a constable. 6) That if somene says they understand to a member of the force, that it means they STAND UNDER a different jurisdiction other than that of common law. 7) Who and how we the sovereign people can make complaints about rogue members of the force, I.e.Telephone . 8) Can we still make those complaints anonymous. 9) Please explain the differences between lawful and legal from the police constabulary's point of view. 10) Are the police force and court system registered businesses. 11) The sovereign folk have to give you consent before you can do anything to them. 12) We the sovereign people can still remain anonymous when reporting crime / anti - social behavior etc 13) The constabulary cannot cherry pick the crimes they want to investigate. 14) The constabulary must listen and not rudely put the phone down on the sovereign people.

For a list of websites / organisations the PCC’s office uses to advertise vacant roles within the PCC’s office (excel format) and how much each website/organisation received from office in the three most recent financial year. 3. For an email address and contact information for the HR department or relevant department responsible for publishing and promoting vacancies within the PCC’s office.
