Thank you for your recent request under the Freedom of Information Act 2000.
Two duties are placed on public authorities under Section 1 of the Freedom of Information Act 2000 (FOIA). Notwithstanding applicable exemptions, the first duty at, Section 1(1) (a), is to confirm or deny whether the information specified in a request is held. The second duty at, Section1 (1) (b), is to disclose information that has been confirmed as being held.
Under the provisions of those sections of the FOIA, we can confirm that the information you seek is partly held by the Office of the Police and Crime Commissioner for Gwent. Please find responses below.
1. Contract Terms of the CC when employed
When the Police and Crime Commissioner selects his preferred candidate for the role of Chief Constable, a confirmation hearing needs to take place with the Police and Crime Panel. The Terms and Conditions for the outgoing Chief Constable are published on their website as part of the hearing papers, the link is below:

The Terms and Conditions for the new Chief Constable have been reviewed and amended - I have attached these to this response.
2. Final salary payment
The Chief Constable will not receive any further payments other than his normal monthly payment as part of his salary when he retires. The current annual salary for this role is £142,689. All salary information and any payments made to the Chief Constable during the year are published annually in the Statement of Accounts. I have included the link to the most recent document below, for your information.
3. Any ‘perks’ which the outgoing CC will receive
No information held. The Chief Constable will only receive statutory entitlements from the Office of the Police and Crime Commissioner.
