The ‘Places for People – Major Projects Hub’ framework has been utilised.

This is in accordance with the Manual of Governance (sections 20-24 of Part 3e Standing Orders Relating to Contracts).

The Commissioner is required to adopt and comply with the Chartered Institute of Public Finance and Accountancy (CIPFA) Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2021/22 to 2023/24 and the Treasury Management Practices have been agreed in order to comply with the codes.

In 2020/2021 new arrangements for supporting community safety and youth offending in Gwent were put in place, which were implemented from 1st July 2020. A budget of £500,000 has been set for community safety and youth offending in Gwent. Of this £66,000 is retained for non-Local Authority partners, whilst the remaining £434,000 will be allocated to Local Authorities to contribute towards their community safety and youth offending provisions.

The provision of victims services to children and young people is being improved and as such a new tender process is being progressed. There has been a delay in progressing the tender release and as such Umbrella Gwent will provide the interim service until 2021/22.

Age Cymru Gwent - To continue to fund 30 hours of support by the Older People's Caseworker. Amount: £19,015. Aneurin Bevan University Health Board (ABUHB) - To continue to fund the Well-Being Practitioner jointly with ABUHB. Amount £24,500. Umbrella Cymru - to provide support to those victims who require it in relation to their gender or sexual identity. Amount £5,000

The funding will be provided to Newport City Council to deliver a whole system response to vulnerability by implementing Adverse Childhood Experience (ACE) informed approaches for operational policing and key partners.

The funding will be provided to Newport Live who currently leads on coordinating the delivery of the Positive Futures Programme, for sports based diversionary activity for children and young people at risk of becoming involved in the criminal justice system in Gwent.

Funding has been awarded to the following organisations:

St Giles Trust - £123,794

* To deliver one to one crisis intervention to young people and their families, at risk of involvement or involved in serious violence and organised crime; and co-deliver the ‘Fearless’ Programme in Schools with Crimestoppers.

Crimestoppers Trust - £41,000

* To co-deliver the Fearless Programme to Year 7 pupils in educational establishments with St Giles Trust; and provide targeted support to schools in hotspot areas where serious violence or organised crime is an issue.

The following amounts were awarded:

£348,515 to New Pathways to contribute to the delivery of Sexual Violence Services in 2021/2022, including the following services:

* SARC services;

* Core ISVA services;

* Additional ISVA’s - Children and Young People ISVA; Mental Health ISVA and Community ISVA;

* Children’s Therapy; and

* Adult Counselling.

£69,500 to Cyfannol Women’s Aid to contribute to the delivery of their Horizon Support Services which include:

* Adult Counselling; and

* ISVA services.

The funding will also contribute to management and administration costs.
