The Commissioner is satisfied that all declarations by officers and staff have been made within the boundaries of acceptability in accordance with the relevant policies and procedures.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

A budget of £731,939 has been set for community safety and youth offending in Gwent. Of this, £150,000 has been allocated to seasonal community safety campaigns and a further £113,830 is retained for non-Local Authority partners, whilst the remaining £468,109 will be allocated to Local Authorities to contribute towards their community safety and youth offending provisions. 

The following grants were awarded:

St Giles Trust - £142,257

• To deliver one to one crisis intervention to young people and their families, at risk of involvement or involved in serious violence and organised crime.

Crimestoppers Trust - £67,525

• To deliver the Fearless Programme to Year 7 pupils in educational establishments; provide targeted support to schools in hotspot areas where serious violence or organised crime is an issue; and to introduce one ‘Crimestoppers Zone’ in each of the 5 Gwent local authority areas.
In order to fulfil on my commitments, I have considered the requirements under the Act as well as the priorities outlined in the Police Crime and Justice Plan and have allocated an amount of £209,782 to contribute to the delivery of the interventions above that deliver on the priority of reducing serious violence and organised crime in Gwent.

 A total of £209,689 was awarded to contribute to the delivery of sports based diversionary activity for children and young people, at risk of becoming involved in the criminal justice system in Gwent.
