The Commissioner is satisfied that the complaints examined had been dealt with appropriately by the Chief Constable.

In August 2020 the Home Office announced their Domestic Abuse Perpetrator Programme Fund. The primary aim of this fund was to increase the number of perpetrator-focussed programmes in local areas and strengthen the evaluation of these interventions.

The OPCC was notified that the submitted bid of £205,469 was successful, with the grant being awarded for the period 1st October 2020 to 31st March 2021 and as a condition of the grant, the PCC agreed to make £195,347 available to ensure 12 months of delivery of the services to 30th September 2021

A grant of £55,000 has been issued to Clinks, a contribution of £15,000 from Gwent OPCC Commissioning Fund budget allocation, £15,000 each from Her Majesty’s Prison and Probation Service (HMPPS)

and South Wales Police and Crime Commissioner. Additional funding will also be sourced from Dyfed Powys Police and North Wales Police.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

As two experienced members of the have recently decided to resign from the Independent Custody Visiting scheme, the tenure will be extended by a further year to 2023 for three of the volunteers whose tenure was due to end in 2022, this will allow the Commissioner's office the time to recruit and train new volunteers whilst retaining existing experienced volunteers.

This is in accordance with the Manual of Governance (sections 84-86 of Part 3e Standing Orders Relating to Contracts).

FOIA provides access to information held by public authorities. Under the FOIA, public authorities are obliged to publish certain information about their activities, this is referred to as a Publication Scheme. Members of the public are also entitled to request any recorded information held by them.
