The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

The Commissioner is required to determine the budget for 2022-23 and then set the council tax precept in consultation with the Police and Crime Panel.

In order to develop the next Police and Crime Plan for Gwent, an extensive engagement exercise with the public and key stakeholders was conducted by the Office of the Police and Crime Commissioner. This was to ensure it reflected a range of views from diverse communities across Gwent. By gathering these views, the Commissioner furthered his understanding of what matters to the people of Gwent, key stakeholders and our partners in policing.

The funding award period will run for 2 years from 1st December 2021 to 30th November 2023.

The purpose of the funding is to enable adults and young people and their supporting family members who have experienced sexual abuse, sexual violence or sexual exploitation to cope with the trauma experienced and recover as fully as they are able

The ‘Places for People – Major Projects Hub’ framework number DN298568 has been utilised. This is a national framework owned by Procurement Hub. This is in accordance with the Manual of Governance (sections 20-24 of Part 3e Standing Orders Relating to Contracts).

The Commissioner is required to adopt and comply with the Chartered Institute of Public Finance and Accountancy (CIPFA) Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2022/23 to 2024/25 and the Treasury Management Practices have been agreed in order to comply with the codes.

Treasury Management covers borrowing, investing, banking and cash flow management.

The Commissioner is satisfied that all declarations by staff have been made within the boundaries of acceptability in accordance with the relevant policies and procedures.

Under the Police Reform and Social Responsibility Act 2011, the Commissioner is required to produce, for each financial year, an Annual Report that highlights how the he has been carrying out his role and the progress that has been made in meeting the objectives as set out within the Police and Crime Plan for Gwent.
