The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

The Joint Audit Committee Annual Report for 2019/20 was produced to coincide with and support the publication of the Statement of Accounts.

Under the Police Reform and Social Responsibility Act 2011, the Commissioner is required to produce, for each financial year, an Annual Report that highlights how the he has been carrying out his role and the progress that has been made in meeting the objectives as set out within the Police and Crime Plan for Gwent.

Phoenix Domestic Abuse Services (PDAS) will receive a grant of £378,466 for a 12 month period 1st October 2020 to 31st March 2021. The grant will allow PDAS to build on existing provision and expand delivery of effective behavioural change interventions to perpetrators of domestic abuse in Gwent.

The Police and Crime Commissioner has agreed to award the Contract for the provision of 24 Non-Response vehicles (Hatchback Vehicles) and 31 Low Performance Beat Vehicles (Estate Vehicles) to the Ford Motor Company Ltd. This in accordance with paragraphs 84-86 of the Manual of Corporate Governance Part 3e – Standing Orders Relating to Contracts.

The Commissioner is satisfied that all declarations by officers and staff have been made within the boundaries of acceptability in accordance with the relevant policies and procedures.

The new contract term is for five years, with the option to extend annually for a further two years.

This is in accordance with paragraphs 84-86 of the Manual of Corporate Governance Part 3e – Standing Orders Relating to Contracts

The extension is in accordance with paragraph 124(b) of the Force’s Manual of Governance. The proposed extension period will allow time to award a new contract after carrying out a tender process.

The findings of the survey helped inform the Commissioner’s decision when setting the precept level for 2020/21.
