The provision of victims services to children and young people is being improved and as such a new tender process is being progressed. There has been a delay in progressing the tender release and as such Umbrella Gwent will provide the interim service until 2020/21.

The funding will be provided to Newport City Council who currently leads on coordinating the delivery of the IDVA service until long term commissioning and funding arrangements have been agreed.

This is in accordance with paragraph 124(b) of the Contract Standing Orders in the Manual of Corporate Governance.

FOIA provides access to information held by public authorities. Under the FOIA, public authorities are obliged to publish certain informationabout their activities, this is referred to as a Publication Scheme. Members of the public are also entitles to request any recorded information held by them.

A review of the Manual of Corporate Governance is undertaken on an annual basis by the Strategic Planning Group. Ordinarily the Joint Audit Committee would receive the amendments to the Manual of Corporate Governance for approval prior to the Strategy Performance Board meeting. However, due to changes to the meeting dates the Commissioner and Chief Constable approved the amendments in principle at the Strategy Performance Board meeting on 2nd March 2020 subject to any amendments recommended by Joint Audit Committee on the 4th March 2020.

Age Cymru Gwent - To continue to fund 30 hours of support by the Older People's Caseworker. Amount: £18,750. Aneurin Bevan University Health Board (ABUHB) - To continue to fund the Well-Being Practitioner jointly with ABUHB. Amount £24,500. Umbrella Cymru - to provide support to those victims who require it in relation to their gender or sexual identity. Amount £5,000

The funding will be provided to Blaenau Gwent County Borough Council, Newport City Council and Gwent Police to deliver a whole system response to vulnerability by implementing Adverse Childhood Experience (ACE) informed approaches for operational policing and key partners.

The following projects funded in 2018/19 have in principle been awarded year two funding subject to satisfactory reporting: Duffryn Community Link - £25,058.82 Creazione in Community - £20,900 2019/20 Grant Awards (October – March 2020) County in the Community - £11,807.50 towards the Premier League Kicks project in Ringland, running from 1st November 2019 to 31st October 2020. Weekly sessions will be provided on a Thursday outside of school hours. Learning opportunities will also be provided to improve young people’s development and wellbeing. Cymru Creations - £25,000 to deliver the Blaenau Gwent Film Academy project from 1st January 2020 to 31st December 2020, which will include the opportunity for young people to create a series of short films focusing on current issues and concerns. Cwmbran Centre for Young People (CCYP) - £40,314.72 towards the delivery of the Open Access Drop in Project from 1st January 2020 to 31st December 2020. This will include provision of a drop in facility five nights a week within a safe environment, that provides tailor made services, activities and support, with counsellors and mentors available to young people attending. Alway Amateur Boxing Club - £20,000 to deliver the Stop Stabbing Start Jabbing project on Tuesdays and Thursdays 5pm – 7pm and Saturdays 10am – 2pm, from the 1st January 2020 to 31st December 2020. This project will provide boxing / mentoring programmes to those people at risk of entering the criminal justice system or who have been young victims of crime. The Gap Wales - £15,000 to deliver the Sanctuary project from 1st January 2020 to 31st December 2020, working with young asylum seekers and refugees, providing them with relational, holistic support, advice and social activities.

In 2019/20 the GHSCF launched an additional element to their annual event. One grant per year would be selected as a ‘superbid’ and receive 3 year’s funding of £5,000 per annum. The Police and Crime Commissioner agreed to provide the £5,000 required to support Year 2 of the 19/20 ‘superbid’, as well as a further £5,000 to support Year 1 of the 20/21 ‘superbid’.

The successful projects receiving year one funding are listed below: 2020/21 Grant Awards (April 2020 – March 2021): Bridge to Cross Charitable Trust - £15,000 towards the 7 Corners – Outreach Hotspot Project, which will deliver outreach support work and activities to young people who have reached a point of crisis. Changing Gearz - £15,000 to deliver the Inspirational DJ Project, which will provide weekly workshops ins DJing, music production etc., build up mentoring and training skills in young people and provide the opportunity to gain qualifications that can lead to further employment options. The Hwb Torfaen - £15,000 towards the delivery of the Hwb Blaenavon Project. Providing a youth provision at the Hwb, which includes evening youth clubs, project work and educational provisions. St Michaels Amateur Boxing Club - £14,365.30 to deliver the Give it a go – Boxing and Fitness project. This will engage and educate young people by using IT, sourcing educational information and providing an appropriate environment to release cathartic aggression and frustrations. Tredegar Park Primary School - £7,588.75 to deliver the Open Communication Project at the Forest Family Centre outside of school hours. This will provide drop in facilities for 7 to 11 year olds to identify individual or group problems and provide positive workable solutions. Community House - £48,351 towards the delivery of the Maindee Youth ‘School’s Out’ Project, which provides youth work sessions during school holidays that includes educational trips and centre based activities for young people. Cyfannol Women’s Aid - £36,629.62 towards a therapeutic, safe and accessible fixed play area and therapeutic intervention for all children and young people who reside at the refuge.
