The following extensions have been granted: Caerphilly County Borough Council - Safer Gwent Coordinator - £13,251 Monmouthshire and Torfaen YOS - Youth Offending Services - £27,699 Torfaen County Borough Council - Gwent Regional ASB Team & Coordinator - £40,449 South Wales Fire and Rescue Service - ASB & Deliberate Fire Reduction - £7,000 Newport City Council - Newport Community Safety Project - £4,560 Total: £92,959.00

Funding has been awarded to the following organisations: Barnardo’s - £207,500 To deliver early intervention one-to-one support to young people (and their families), aged 10-14 and at the cusp of violent or criminal behaviour, , to prevent their involvement in serious and organised crime St Giles Trust - £123,794 To deliver one to one crisis intervention to young people and their families, at risk of involvement or involved in serious violence and organised crime; and co-deliver the ‘Fearless’ Programme in Schools with Crimestoppers. Crimestoppers - £40,851 To co-deliver the Fearless Programme to Year 7 pupils in educational establishments with St Giles Trust; and provide targeted support to schools in hotspot areas where serious violence or organised crime is an issue. Torfaen County Borough Council - £29,267 To continue employment of a Serious Violence Coordinator until 31st March 2021

£230,505 has been awarded to contribute to the delivery of Sexual Violence Services in 2020/21, including the following services: SARC services; ISVA services; Children’s Therapy; and Adult Counselling. The funding will also contribute to training services, finance services, supervision, management and administration costs. I will also award the additional £85,508 secured from the MOJ to New Pathways for the following: Children and Young People ISVA; and Mental Health ISVA. The total amount awarded to New Pathways is therefore £316,013.

In total, this brings investment in community safety and youth offending in Gwent in the financial year 2020/21 to £457,941 (inclusive of the decision to award Quarter 1 funding of £85,959 in PCCG-2019-082).

A grant of £69,010 has been awarded for 2020/21 to contribute to the delivery of their Horizon Support Services which include: Adult Counselling; and Independent Sexual Violence Advisors services. The funding will also contribute to management and administration costs.

The provision of victims services to children and young people is being improved and as such a new tender process is being progressed. There has been a delay in progressing the tender release and as such Umbrella Gwent will provide the interim service until 2020/21.

The funding will be provided to Newport City Council who currently leads on coordinating the delivery of the IDVA service until long term commissioning and funding arrangements have been agreed.

This is in accordance with paragraph 124(b) of the Contract Standing Orders in the Manual of Corporate Governance.

FOIA provides access to information held by public authorities. Under the FOIA, public authorities are obliged to publish certain informationabout their activities, this is referred to as a Publication Scheme. Members of the public are also entitles to request any recorded information held by them.

A review of the Manual of Corporate Governance is undertaken on an annual basis by the Strategic Planning Group. Ordinarily the Joint Audit Committee would receive the amendments to the Manual of Corporate Governance for approval prior to the Strategy Performance Board meeting. However, due to changes to the meeting dates the Commissioner and Chief Constable approved the amendments in principle at the Strategy Performance Board meeting on 2nd March 2020 subject to any amendments recommended by Joint Audit Committee on the 4th March 2020.
