The Commissioner agreed to extend the current contract with TTC Group Ltd for a three month period from 1st January 2014 to 31st March 2014 in accordance with paragraph 125 of the Manual of Governance.

Treasury Management covers borrowing, investing, banking and cash flow management.The Commissioner is required to adopt and comply with the CIPFA Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2014/15 to 2016/17 and the Treasury Management Practices have been agreed in order to comply with the codes.

An annual rent of £2,000.00 will be consistent with the estimate provided by the District Valuer and will cover the Town Council share of utility charges and will also provide payback of 9 years on the enabling refurbishment investment.Next steps are to proceed to a lease agreement and to commence the refurbishment works which are expected to be completed by March 2014.

The Commissioner has monitored the performance of the DIP Programme.

Following a public application process to the fund throughout September and October 2013, the Adjudication Panel undertook a rigorous assessment of all bids received by the Office of the Police and Crime Commissioner.

The grant is provided as part of my commissioning activity for the financial period on the basis that i will receive such information as necessary to reassure me that the grant funding has been used effectively to provide a service that supports the public perception of the Gwent Police Force.

It has been agreed that reports will be provided to the quarterly public facing meetings.

The Commissioner agreed to award the contract under the current framework agreement for the Provision of Protectively Marked Waste in accordance with paragraph 20 of the Manual of Governance.
