The Anti-Social Behaviour, Crime and Policing Act 2014 places additional responsibilities on agencies including new measures which are designed to give victims and communities a say in the way anti-social behaviour is dealt with.

Responsibility for the provision of additional services for victims passed to Commissioners from October 1st and money was made available from the Ministry of Justice. The Vicitms Project Board has approved 2 funding bids that meet the following objectives:1. Improving and building on what is already delivered in response to evidenced service need; and2. Provision of a new category of support

The Commissioner accepts and notes the annual monitoring report and commends it to the Welsh Language Commissioner.

The Police and Crime Commissioner also approves the recommendation for a recruitment exercise for ICVs to be undertaken by 31st March 2015 and extends his thanks to current and former members of the Scheme.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.
