The contract is to be awarded for 4 years to start on 1st April 2017.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

The Police and Crime Commissioner has also agreed to no longer utilise specific policies and procedures drafted by Police Authorities Wales and adopted in 2012 as detailed in the decision log. Instead Gwent Police policies and procedures in these areas will be adopted due to the support received from People Services.

The Commissioner is required to determine the budget for 2017/18 and then set the council tax precept in consultation with the Police and Crime Panel. The proposals were endorsed by the Panel on the 27th January 2017.

The Police and Crime Commissioner has sponsored the event to the sum of £1,000.00.

The extension of the current contract will allow for a robust commissioning process to be developed in order for the provision to continue into 2018/19 and beyond. It has also been agreed that an all-Wales approach would be explored for future provision.

Consideration has been given to the current service provision in Gwent as well as the requirements under the Police Reform and Social Responsibility Act 2011 when distributing funding.
