Section 26 of the Police Act 1996 requires that the Police and Crime Commissioner authorises the travel and attendance overseas of any officer or staff member providing assistance to an internal organisation or any other body which is engaged outside the UK in policing activities.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

The decisionmade is to extend the contract at a value of £38,661 for a further 6 months until end September 2018 to allow for a robust commissioning process to be developed and delivered for Gwent.

Under the Welsh language standards imposed on the Police and Crime Commissioner, from the 30th March 2017 the Commissioner is required to produce an Annual Monitoring Report for each financial year, related to a number of specific standards.

The Commissioner is satisfied that the complaints examined had been dealt with appropriately by the Chief Constable.

The Joint Audit Committee Annual Report for 2016-17 was produced to coincide with and support the publication of the Statement of Accounts.

The grant is provided on the basis that I will receive such information as necessary to reassure me that the grant funding has been used effectively to provide a service that supports my priorities for Gwent as stipulated in my Police and Crime Plan and is aligned to local policing requirements.

The Police and Crime Commissioner will undertake a review of funding provided to all sexual abuse, violence and exploitation services within Gwent to ensure a sustainable commissioning model is in place throughout 2018/19 and beyond.
