The Commissioner is satisfied that the complaints examined had been dealt with appropriately by the Chief Constable.

The Strategy and Performance Board (SPB) is the primary forum at which the Commissioner holds the Chief Constable to account in accordance with section 1(8) of the Police Reform and Social Responsibility Act 2011. The SPB is also the primary consultation forum for strategic decisions that affect both the Commissioner and the Chief Constable.All meetings will be open for public attendance.The Gwent Police Chief Officer Team have been consulted and have agreed to the proposals.

The provision of victims services to children and young people is being expanded and improved and as such a new tender process is being progressed. There has been a delay in progressing the tender release and as such Umbrella Gwent will provide the service for a period of 6 months from 9th April 2018 to 9th July 2018 for a total cost of £2,000.

The strategy will create an integrated and person centred approach to vulnerability which will improve people's well-being and build upon current processes and practice.

The Joint Engagement and Communications Strategy was presented to the Police and Crime Panel for consultation in January 2018 and has been agreed with the Chief Constable and his team.

The Police and Crime Commissioner will review the Plan during 2018-19 to ensure key areas such as the ongoing work on modern Slavery that is being undertaken by my office and Gwent Police is reflected within the Plan for 2019-20.

A Panel made up of representatives of the Office of the Police and Crime Commissioner (OPCC), Gwent Police and the Safer Gwent Partnership considered the allocation of funding to organisations. The Panel recommendations were considered by the Police and Crime Commissioner at the OPCC Executive Board on the 30th January 2018 where it was agreed that the total sum awarded to successful organisations would be £673,663.00.

The strategy will be a living document and will be amended, as necessary, to ensure that the policing and public requirements, as thy change in future, will continue to be its foundation.

The Commissioner is required to determine the budget for 2018-19 and then set the council tax precept in consultation with the Police and Crime Panel.
