Treasury Management covers borrowing, investing, banking and cash flow management.The Commissioner is required to adopt and comply with the CIPFA Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2014/15 to 2016/17 and the Treasury Management Practices have been agreed in order to comply with the codes.

Implementation is expected by 1st April 2017.

The Commissioner accepts and notes the annual monitoring report and commends it to the Welsh Language Commissioner.

After listening to the concerns of residents, the Commissioner has made it a priority to provide a sustainable solution to policing provision in the centre of the town. The Commissioner is progressing with the purchase of 62 Cardiff Road, Caerphilly. It is expected that the new front counter premises will be open in the Spring of 2017.

The contract will run from November 2016 to the end of January 2017 at a cost of £17,020.

The contract will be awarded for a 4 year period. The period shall be the same as the national framework which commenced on 11th October 2016 and will expire on 10th October 2020.

The Commissioner is satisfied that the complaints examined had been dealt with appropriately by the Chief Constable.
