The Commissioner has entered into an agreement with the Police Ombudsman for Northern Ireland to deal with any complaints that arise from the deployment of police officers under mutual aid.

Additional 2018/19 Grant Awards: Community House - £39,121 towards a Maindee Youth ‘Schools Out’ project, which will increase youth work activity in the school holidays to divert young people away from negative behaviour and promote positive relationships. Creazione in Community - £39,600 towards a project which will be a one stop shop hub offering diversionary activities. The community club will offer doorstep provision to young people and a fun and safe place to attend weekly sessions in evenings and weekends when Anti-Social Behaviour is at its worse. 2019/20 Grant Awards (April – September): Bryn Farm & Coed Cae Interact Youth Groups - £40,151 towards an intergenerational project that will address relationships between young and old. It will address personal growth of individuals, isolation and associated mental health issues, educational developments and social interaction. The programme of activity will include leadership opportunities for young people to be engaged in out of school activities and create commitment to personal development. National Youth Advocacy Service (NYAS) - £49,909 towards a project that engages with children and young people who are in danger of entering the criminal justice system, or are at risk of or becoming victims or crime and anti-social behaviour. The project will help break down barriers to engagement with various services (e.g. education and community-based organisations) as well as build positive working relationships, raise aspirations and build confidence. The project will use advocacy and a rights-based approach to ensure that young peoples’ voices are heard and their views valued. Bespoke services will also be provided to support young people on a one-one basis, to help them with their issues and referral to other services. Urban Circle Productions - £50,000 towards Phase 2 of the U Turn project which received funding for Phase 1 in 2018/19. The project will use different forms of creative arts to tackle multiple social problems affecting vulnerable young people. The project will work with partners to plan and organise various events (e.g. Halloween) and workshops, receiving referrals when appropriate. Provide training on life skills and offer the opportunity to gain qualifications in various aspects (e.g. First Aid, Safeguarding and Youth Work.

This is in accordance with paragraph 124(b) of the Contract Standing Orders in the Manual of Corporate Governance.

£60,000 has been awarded to expand the Newport Divert Service.

The post has helped the OPCC develop and deliver the implementation of a communication and engagement strategy with the overall aim of continuing to raise the profile and awareness of the Police and Crime Commissioner and deliver the priorities set out in the Police and Crime Plan

The Treasury Management Annual Report was scrutinised by the Joint Audit Committee on 3rd June 2019.

The policy and procedure are due for review in September 2023.

The Police and Crime Commissioner for North Wales conducted a compliant open OJEU tender, naming Police and Crime Commissioner for Gwent as a party allowed to use the contract. This contract was awarded to the supplier Victim Support. The contract commenced on the 01/04/2019 for an initial period of three years until 31/03/2021, with the option to extend for a further three (3) years on an annual twelve (12) month basis.

The advertised length of contract for this requirement was for three initial years, with an option to extend for one year.
