As part of the work undertaken towards the introduction of the Police and Crime Commissioner, the four Welsh Police Authorities agreed to revise and update a number of key Human Resources policies to ensure they were fit for purpose and suitable for use under the Police and Crime Commissioner. The Smoke Free Policy and Procedure was previously approved on an all Wales basis on 30th March 2012 and by Gwent Police Authority on the 28th May 2012 and has been adhered to since this date.

The Health and Safety Policy was previously approved on an all Wales basis on 30th March 2012 and by Gwent Police Authority on the 28th May 2012 and has been adhered to since this date.

The draft outcomes proposed as part of the Police and Crime Plan were considered. It was agreed that further discussion on success measures would be referred to the Strategic Planning Group for further consideration. The Corporate Planning Protocol and proposed Joint Engagement Strategy would also be considered by the Strategic Planning Group prior to adoption.

Property which comes into the possession of the police in connection with a crime and where the owner cannot be found can be sold. The money is kept in a Police Property Act Fund; the proceeds of which can be used to make payments for charitable purposes.

The Commissioner has been asked to approve the request to adopt the Joint Engagement Strategy with the Force. The Commissioner has a statutory responsibility to obtain the views of the community as set out in the Police Reform and Social Responsibility Act 2011.

The Financial Management Code of Practice for the Police Service of England and Wales requires that a Police and Crime Commissioner and Chief Constable establishes an Independent Audit Committee and recommends this should be a combined body. Following an open recruiting process three of the five independent members of the Joint Audit Committee were appointed, subject to confirmation foloowing the election of the Police and Crime Commissioner, from the 30th September 2012 for a period of five years.

The Commissioner has been asked to approve the protocol on complaints and the procedure for dip sampling. The protocol and the dip sampling procedure are required under section 17 of the Policing Protocol Order 2011, to ensure guidelines are established for the monitoring of complaints.

The Commissioner has been asked to approve the request to extend the current contract for the provision of an internal audit service by 24 months under the Police and Crime Commissioner for Gwent, Governance Part 5 Standing Orders Relating to Contracts, paragraph 125.
