A review of the Manual of Corporate Governance is undertaken on an annual basis by the Strategic Planning Group. Ordinarily the Joint Audit Committee would receive the amendments to the Manual of Corporate Governance for approval prior to the Strategy Performance Board meeting. However, due to changes to the meeting dates the Commissioner and Chief Constable approved the amendments in principle at the Strategy Performance Board meeting on 7 March 2024 subject to any amendments recommended by Joint Audit Committee on the 21 March 2024.

In order to ensure the accreditation of Firearms Officers within the Joint Firearms Unit in Southern Wales, it is necessary to build a new firearms training facility which is compliant with Home Office requirements due to the former range in Waterton, Bridgend no longer being fit for purpose.

The contract will be for a duration of 3 years, with an option to extend for 2 additional 12-month periods

At the Policing in Wales meeting held on 23^rd June 2022, a paper was presented and endorsed by the Group outlining the Role Profile of the All-Wales Business Coordinator. The aim of the proposed role was to provide greater support to the All-Wales meeting governance and scrutiny.

Funding has been awarded to the following organisations:

St Giles Trust - £134,044.39

• To deliver one to one crisis intervention to young people and their families, at risk of involvement or involved in serious violence and organised crime; and co-deliver the ‘Fearless’ Programme in Schools with Crimestoppers.

Crimestoppers Trust - £44,553

To co-deliver the Fearless Programme to Year 7 pupils in educational establishments with St Giles Trust; and provide targeted support to schools in hotspot areas where serious violence or organised crime is an issue

The Police and Crime Commissioner for Gwent has agreed to award grant funding from the PCC Police Community Fund to six projects totalling £215,822.57. Additionally, six projects funded in previous years  2022/23 and 2023/24, were in principle awarded year two or three funding, subject to satisfactory reporting and continuing compliance with terms and conditions of grant. This brings the allocation of 2024/25 funding to a total of £423,174.80.

In a previous Decision Log – PCCG-2023-017 https://www.gwent.pcc.police.uk/en/decisions/pccg-2023-017/ recorded an allocation of funding agreed following discussions through a Gwent Serious Violence Duty Working Group.

Since that time however following further discussions with all partners the funding allocation needed to be adjusted, therefore this decision log is to record the revised allocation following these meetings in December 2023.

Upon evaluation, Glen Group Ltd were identified as providing the most economically advantageous tender receiving the highest overall marks against the tender evaluation criteria.  

The contract duration is for an initial term of five (5) years; 1^st April 2024 - 31^st March 2029, with the option to extend on annual basis to 31^st March 2033.
