In January 2013, the Commissioner decided to implement a stop and search dip-sampling procedure to be undertaken on his behalf by a dip-sampling group (Decision Log Number PCCG-2013-001) consisting of members from the Independent Advisory Group (IAG) who undertake the exercise as members of the community. A total of 150 stop and search records, selected at random, were examined during the exercise with the results fed back to the Force. Overall the quality of the records was found to be satisfactory.

The Commissioner, under the Police Reform and Social Responsibility Act 2011, Sections 9&10, has the ability to make crime and disorder grants. Considering the requirements under the Act, the current service provision landscape in Gwent and the progress made to date in producing a commissioning framework the Commissioner has decided to support the OWL scheme for the financial period 2013/14. The OWL scheme will need to provide evidence to show that the funding allocated is being used effectively to meet my policing priorities as set out in my Police and Crime Plan 2013/17.

Gwent Police currently uses Midland Software's Delphi Millenium Integrated Human Resources and Payroll software, purchased in 1996. Support will be withdrawn for this system from the end of March 2013 and it does not cater for the new PAYE requirement to transfer data to HMRC throughout the year rather than at the end of the year; therefore a new system is urgently required and would need to be in use prior to 1st September 2013.

The Commissioner is responsible for approving the overall framework of accountability and control and monitoring compliance in relation to asset management as set out in the Police and Crime Commissioner for Gwent's Manual of Corporate Governance, paragraph 1.1.4.
