The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

After scrutiny by the Joint Audit Committee on the 19th September 2013, the Commissioner has approved the Annual Treasury Management Activity Report and Actual Prudential Indicators for 2012/13.

The Home Secretary requires a draft transfer letter outlining the proposed approach to staff transfers in accordance with the requirements of paragraphs 10 and 13 to 16 of Schedule 15 of the Police Reform and Social Responsibility Act 2011. The information contained in the Stage Two Transfer Letter has been subjected to the requirements of the Freedom of Information Act 2000, Data Protection Act 1998 and the Office of the Police and Crime Commissioner for Gwent’s public interest test and is deemed to be exempt from publication under section 4.

To facilitate the recruitment of high quality officers to the rank of Chief Constable, a relocation package is available to the successful candidate who relocates their home to Gwent upon appointment.

The aim of the 'Bike Shed' community project is to use reparation hours and young people involved with the Youth Offending Service to repair and recycle donated bikes. The young people are supervised by trained YOS staff and repair the bikes to allow them to be given to members of the community.

The Commissioner has decided to publish a Victim's Charter for Gwent to help further his commitment to put victims at the heart of the services we deliver.

In order to assist the delivery of the Police and Crime Plan priorities, the Commissioner has agreed to establsih a recurrent commissioning fund of up to £100,000 known as the Police Commissioner's Partnership Fund. Applications will be sought in two tiers. Tier one will provide funding up to £10,000 while tier two will provide funding from £10,001 to a maximum of £25,000 per organisation applying. Each successful organisation will need to provide me with such information to reassure me that the funding granted is being used effectively to provide a service that meets my priorities for Gwent as stipulated in my Police and Crime Plan.

The Commissioner agreed to award the contract for the provision of cleaning service to Tenderer D (Solo) following the completion of a Most Economically Advantageous Tender (MEAT) process.
