Through the project, victims of domestic abuse will be more able to protect themselves from future incidents whilst reducing the risk of perpetrator offending. This should lead to a reduction in domestic abuse and anti-social behaviour incidents within the project locations.

The intention of the project is to improve links, trust and confidence in the police and Office of the Police and Crime Commissioner amongst the established and emerging communities, with specific focus on those perceived as the hardest to reach.

There is a statutory requirement for Police and Crime Commissioners to monitor complaints against officers and staff of the force within the Police Reform and Social Responsibility Act 2011. It is requested that the Chief Constable gives consideration to the recommendations detailed within this decision log.

The contract is awarded for two years in accordance with the Crown Commercial Services G-Cloud 6 framework terms and conditions.

The Commissioner may vary a Police and Crime Plan at any time (S 5(4) of the Act) and has a duty to keep the Plan under review, particularly in light of any recommendations made by the Police and Crime Panel on the Annual Report and any changes made to the Strategic Policing Requirement.

The Gwent Youth Forum enables the Office of the Police and Crime Commissioner to engage with young people across the Gwent area with a view to identifying the policing issues that matter the most to young people.

The Commissioner is responsible for approving the overall framework of accountability and control and monitoring compliance in relation to asset management as set out in the Police and Crime Commissioner for Gwent's Manual of Corporate Governance, paragraph 1.1.4.The Strategy was approved at the Strategy and Performance Board Meeting held on 24th March 2015.
