This agreement forms a collaboration between the Police and Crime Commissioners and Chief Constables of all geographic forces within England and Wales.

The call-off contract is awarded for two (2) years in accordance with the Crown Commercial Services (CS) G-Cloud 8 framework terms and conditions. The information contained in the Annex has been subjected to the requirements of the Freedom of Information Act 2000, Data Protection Act 1998 and the Office of the Police and Crime Commissioner for Gwent\'s public interest test and is deemed to be exempt from publication under sections 3 and 7a.

The Commissioner is satisfied that the complaints examined had been dealt with appropriately by the Chief Constable.

The Commissioner is satisfied that all declarations by officers and staff have been made within the boundaries of acceptability in accordance with the relevant policies and procedures.

The Agreement enables operationally independent and locally accountable Chief Officers to co-ordinate national efforts for large-scale events, operations and in times of national crisis.

The report covers year one of the service.

The governance arrangement for the post will remain and be jointly hosted and line managed by Torfaen Voluntary Alliance (TVA) and the Gwent Association of Voluntary Organisations (GAVO) with reporting and governance structures in place for OPCC oversight.

After scrutiny by the Joint Audit Committee on the 30th June 2016 the Commissioner has approved the Annual Treasury Management Activity Report and Actual Prudential Indicators for 2015/16.
