The contract is awarded for three (3) years with an option to extend for a further two (2) years on an annual basis.

£85,000 of the Home Office grant will fund the gross costs of the SOC Community Co-ordinator and additional costs required to deliver the programme of work. In addition, £10,000 is set aside for the evaluation of the project. The remaining Home Office grant allocation of £150,000 will be awarded to the four partnership organisations, in order that they can provide their services against the following criteria for the 2018/19 financial year: Prevention and Early Intervention. Community Resilience. Strategic Communication. MutualGain - £71,250 Crimestoppers - £36,502.80 Barnardo’s working with Newport Live – £100,000 St Giles Trust - £60,543 Total £268,295.80 The outstanding funding of £118,295.80 will be met from the Police and Crime Commissioner’s Commissioning Fund. The work of the above organisations will be monitored by the SOC Community Coordinator, who will report into the SOC Project Board every six weeks. Update reports will also be provided to the Office of the Police and Crime Commissioner to ensure grant award outcomes are achieved.

All extension options have already been taken up under the original Cleaning Contract. The request for unforeseen extension is to allow time for a compliant tendering process to occur. In order to mitigate this risk, a Voluntary Ex Ante Transparency (VEAT) Notice will be published which will provide the market with advance notice of the proposed extension and they will then have a designated 10 day period to raise any concerns. If no concerns are raised in this time, they cannot challenge the award thereafter.

This policy and procedure aims to: a) Establish and maintain a consistent corporate and ethical approach when dealing with sponsors and donors; b) Ensure the Organisation meets all legal and policy requirements; c) Enhance all available resources in support of policing activity and reducing crime; and d) Ensure the Organisation maintains a high degree of integrity in the acceptance of sponsorship to the Organisation. The Organisation will accept sponsorship in the form of money, good and services in order to enhance, or compliment the operational effectiveness of the organisation. Acceptance will be subject to rigorous scrutiny and compliance with a number of specific requirements.

The Local Government Finance Act 1992, Sections 31A, 32, 42A and 43 require ‘Billing’ and ‘Precepting’ Authorities in England and Wales to have regard to the level of reserves needed for meeting estimated future expenditure when calculating the budget requirement. In this context, the Commissioner is a Precepting Authority.

The cost will be £12,000 in total for the 4 month extension. This has been costed at £3,000 per month to provide 37.5 hours of staff support and all associated costs with providing the service.

Organisations / groups interested in bidding for a share of the £300,000 annual funding must be able to demonstrate the positive impact their project will have on the communities they serve. The Fund is targeted at supporting organisations/groups seeking to help children and young people who may be in danger of entering the criminal justice system or have become victims. Projects will need to deliver against the priorities in the Commissioner’s Police and Crime Plan. Fundamental to these projects is the role of Neighbourhood Policing in engaging with organisations to achieve the work required. Groups will be able to apply for funding from £10,000 up to and in the region of £50,000.

The Commissioner is satisfied that the complaints examined had been dealt with appropriately by the Chief Constable.
