Budget 2025-26
The Police and Crime Commissioner is required to determine a budget for 2025-26 and then set the council tax precept following engagement with residents, and consultation with the Gwent Police and Crime Panel.
The greater part of the budget will be allocated to Gwent Police for operational purposes, but an element needs to be retained to cover the cost of the Office of the Police and Crime Commissioner and commissioning services from organisations other than Gwent Police.
In determining the budget requirement for 2025-26 the Commissioner has had regard to the Police and Crime Plan 2025-26; the Policing Visions 2030; the Strategic Policing Requirement; the Chief Constable’s view of the financial resources required to deliver the operational requirements of the plan; the level of resources to be allocated for commissioning other than from the Chief Constable, and the cost of running the Office of the Police and Crime Commissioner.
The Commissioner has approved, in consultation with the Gwent Police and Crime Panel:
- A budget requirement for 2025/26 of £183,840,524
- The initial capital programme
- The planned efficiency savings in 2025/26 of £360k and further planned efficiency savings of £1.340m (totalling £1.700m)
- A further proposed underwriting of the remaining deficit with Reserves and Committed Funds of £1.679m to balance the 2025/26 budget
- The 2025/26 proposed Council Tax Precept to be levied in respect of general expenses of £86,492,507. This reflects an annual increase in Band D of 7.95% or £27.79 on the 2024/25 Council Tax Precept level, thereby proposing a 2025/26 Band D Council Tax Precept of £377.31. This overall Council Tax Precept sum will be apportioned to each Unitary Authority according to the following table:

The council tax precept shown above generates the following amounts of council tax for the various bands:
