The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

The Commissioner is required to adopt and comply with the Chartered Institute of Public Finance and Accountancy (CIPFA) Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2025/26 to 2027/28 and the Treasury Management Practices have been agreed in order to comply with the codes

Treasury Management covers borrowing, investing, banking and cash flow management.

The Police and Crime Commissioner for Gwent has approved the Annual Treasury Management Activity Report and actual Prudential Indicators for 2023/24.

The Police and Crime Commissioner for Gwent monitors the performance of the office during 2023/2024 in relation to its statutory duties under the Freedom of Information Act 2000 (FOIA).

The Gwent Office of the Police and Crime Commissioner (Gwent OPCC) contributed £10,000 towards a pilot
intervention for perpetrators of Police Perpetrated Domestic Abuse (PPDA).  The Drive programme offers one to one intervention and support for high risk perpetrators of domestic abuse

The provision of an Appropriate Adult is for vulnerable adults (18 years plus) detained in Police Custody or questioned as a suspect in an investigation. There may also be occasions where the Forces have a need for victim/witness interviews of vulnerable adults with mental health issues who have no other support. The  Appropriate Adult contract was due to expire on 30th November 2024.

For 2024/25 financial year, an amount of £259,739 has been provided by the Home Office to the PCC for Gwent to support the implementation of the Duty, with £163,437 of this funding to support interventions. The remainder is for labour costs associated with delivering other requirements of the Duty.

A number of Specified Authorities under the Duty have submitted proposals outlining how they would use funding to support intervention projects for a 12-month period. Proposals have been reviewed at the Working Group and recommendations made on how the funding should be distributed.

Its aim is to support the Integrated Offender Management (IOM) arrangements, by building and sustaining professional strategic and tactical capability, serving all partners across Wales.
