Its aim is to support the Integrated Offender Management (IOM) arrangements, by building and sustaining professional strategic and tactical capability, serving all partners across Wales.

The Blueprint team will be responsible for delivering against the VAWDASV Blueprint action plan published by the Welsh Government in May 2022

This decision log acts as an extension to Decision Log PCCG-2023-032 of March 2024, which documented funding one year’s delivery of a Develop & Grow a Strong Future project that is being run by Brynmawr Interact for the 2024/25 financial year.       

The project ensures provision of activities, life skills, workshops and leadership opportunities for children and young people living in an area of deprivation; and as a means of ensuring there are diversionary activities and opportunities in place to reduce the amount of children and young people at risk of entering the criminal justice system.

A budget of £698,568 has been set for community safety and youth offending in Gwent. Of this, £538,928 has been committed for Local Authority and non-Local Authority partners. 

From the remaining budget, the Police and Crime Commissioner has agreed to provide Newport Business against Crime a total of £3,000 to sustain their City Centre wide radio link system for the remainder of the 2024/25 financial year.  Newport Business against Crime work with City Centre retailers and licensed premises to provide support and coordination to reduce crime and anti-social behaviour in Newport City Centre.

From the 2024/25 OPCC budget, the Police and Crime Commissioner has agreed to fund The Talking Shop Blackwood a total of £5,000 to sustain their project for the remainder of the 2024/25 financial year.  The project exists to support community members, increase community cohesion and reduce crime and anti-social behaviour in Blackwood and the surrounding areas.  The OPCC funding granted will support the Talking Shop as a community resource and to increase engagement with Gwent Police. 

This would extend delivery to 31^st March 2025.  

The PCC Police Community Fund utilises monies obtained through the Proceeds of Crime Act. This Fund aims to enable children and young people in Gwent to be safe, healthy and happy, building a better future for themselves and their community, by empowering Gwent Police to tackle community based issues in a lasting and impactful way.

The Police and Crime Commissioner for Gwent has agreed to continue to provide £25,000 to the Gwent High Sheriff's Community Fund for 2025/26, with an option of match funding up to an additional £25,000. A further £15,000 to support year 1, 2 and 3 of the Superbid will also be provided.

The temporary appointment will remain in place until the current recruitment process to appoint a new Chief Constable has been finalised and ratified by the Police and Crime Panel.

The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.
