The Independent Custody Visiting Scheme is a statutory Scheme under the Police Reform and Social Responsibility Act Part 3 Section 299 whose responsibility and oversight lies with the Office of the Police and Crime Commissioner, in consultation with the Chief Constable.

In January 2021, the Government announced an additional £40m for victims’ services which will be distributed through different mechanisms.

The funding has been administered through Police and Crime Commissioners across England and Wales.

Gwent were able to secure an additional £139,037 for Domestic Abuse and Sexual Violence Services for the financial year 2021-22 and £644,446 for additional IDVA and ISVA provision in Gwent for a two-year period

from April 2021.

The findings of the survey helped inform the Commissioner’s decision when setting the precept level for 2021/22.

A budget of £500,000 has been set for community safety and youth offending in Gwent as outlined in Decision Log PCCG-2020-051. South Wales Fire and Rescue was awarded £28,000 from the community safety and youth offending fund to continue the work of the Anti-Social Behaviour and Fire Crime Practitioner.

This was in accordance with paragraphs 84-86 of the Manual of Corporate Governance Part 3e – Standing Orders Relating to Contracts,

The funding will be provided to Newport City Council who currently leads on coordinating the delivery of the IDVA service until long term commissioning and funding arrangements have been agreed.

The ‘Places for People – Major Projects Hub’ framework has been utilised.

This is in accordance with the Manual of Governance (sections 20-24 of Part 3e Standing Orders Relating to Contracts).

The Commissioner is required to adopt and comply with the Chartered Institute of Public Finance and Accountancy (CIPFA) Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2021/22 to 2023/24 and the Treasury Management Practices have been agreed in order to comply with the codes.

In 2020/2021 new arrangements for supporting community safety and youth offending in Gwent were put in place, which were implemented from 1st July 2020. A budget of £500,000 has been set for community safety and youth offending in Gwent. Of this £66,000 is retained for non-Local Authority partners, whilst the remaining £434,000 will be allocated to Local Authorities to contribute towards their community safety and youth offending provisions.
