I am writing to request information under the Freedom of Information Act 2000 regarding Operation Harley, Gwent Police’s initiative to tackle illegal off-road vehicle use.

Specifically, I would like to request the following:

1. The total number of vehicles seized under Operation Harley since its launch.

2. A year-by-year breakdown of seizures from the year the operation began to the present (e.g. 2020, 2021, 2022, etc.).
3. A breakdown of seizures by local authority area or district (e.g. Newport, Caerphilly, Blaenau Gwent, Monmouthshire, Torfaen), if available.
4. If held, a summary of the types of vehicles seized (e.g. off-road motorcycles, e-bikes, quad bikes, scooters, etc.).

- Firearm certificate renewals

The current number of:

I am submitting a request under the Freedom of Information Act 2000 regarding oversight, expenditure, and policy relating to the enforcement of the Dangerous Dogs Act 1991 within your police area.

Please provide the following information for the period 1 January 2020 to 31 December 2025, or the most recent period available.

If providing this information for the full period would exceed the cost limit, please provide the most recent 3-year period instead.

1. Expenditure
2. a) The total annual expenditure relating to dogs seized under the Dangerous Dogs Act 1991, including:

• kennelling costs
• veterinary costs
• transportation
• and any associated care costs

1. b) Any available breakdown of these costs by category

2. Kennelling Contracts and Provision
3. a) Details of any contracts, agreements, or commissioned services for the kennelling of dogs seized under the Dangerous Dogs Act
4. b) The names of providers (where disclosable) and the nature of services provided
5. c) Any information held regarding capacity, demand, or pressure on kennelling provision

3. Policy, Oversight, and Strategy
4. a) Copies of any Police and Crime Plan sections, policy documents, or strategy papers relating to dangerous dogs or dog-related incidents
5. b) Copies of any internal briefings, reports, or reviews relating to:

• enforcement of the Dangerous Dogs Act
• costs associated with seized dogs
• welfare or kennelling concerns
• or operational pressures

5. a) Copies of any meeting minutes, reports, or correspondence where dangerous dogs legislation, seized dogs, or associated costs have been discussed
6. b) Any correspondence between the Office of the Police and Crime Commissioner and the police force relating to:

• or enforcement practices under the Dangerous Dogs Act

I am writing to request information under the Freedom of Information Act 2000 (FOI)

The request covers the period from August 1st 2025 to April 14th 2026

1) The number of times Independent Custody Visitors (ICV) have requested to see a detainees custody record after being given permission from the detainee to see their custody record

2) The number of times ICVs were not given sight of the detainees custody record after being given the consent of the detainee.

3) The reason given by the Custody Sergeant for refusing to allow the ICV to see the detainees custody record

4) In each instance what legal reason was given to the ICV

5) The number of times Gwent ICVs have reported to their line manager that they have been refused sight of the detainees custody record.

Please provide the vehicle registration numbers of vehicles currently registered to the Police and Crime Commissioner.

If the information is available, I would also be grateful if the make and model of each vehicle could be included.

This request relates solely to administrative records of vehicle ownership or registration held by the Office of the Police and Crime Commissioner and does not seek operational deployment information, tactical capability data, or information relating to the use of specific vehicles.

Under the FOI Act, as the Pension Supervising Authority for the local police force, please provide me with the following:

1. List the police officers dismissed or who have resigned from the local force since 2018 following conviction of a crime, the PCC is aware of?
2. For each officer listed in your answer to Q1, itemise them to show if they were dismissed or resigned, gender, offence(s), year of conviction, pension worth at time of leaving and if their pension has been forfeited (if so, include % forfeited).

Please can you tell me how many police officers' pensions have been forfeited in the past ten years in the police force you oversee. If this exceeds the FOI time limit, please give me the number for the past five years.

On the 14^th October 2022, Gwent Police announced the introduction of four 'tuk-tuk' vehicles, to be rolled out in Newport and Abergavenny as 'safe spaces'.

Who made the decision to purchase these vehicles?

QUESTION TWO 

On the 27^th October 2022, WalesOnline reported "A police force (Gwent Police) has spent just short of £40,000 on four tuk-tuks.

Is this amount correct? If not, what was the correct amount on money spent on the tuk-tuk vehicles?

QUESTION THREE

Were the Tuk-Tuk vehicles ever purchased? If so when? 

QUESTION FOUR 

Were the Tuk-Tuk vehicles ever rolled-out into use? If so, for how long? 

QUESTION FIVE

Are the Tuk-Tuk vehicles still in use today? If not, when were they taken out of service?

QUESTION SIX

If the Tuk-Tuks are not in use, have they been sold or scrapped? Are they in storage? If sold how much were they sold for?

I request the following information please:

1. How many General-Purpose police dogs are currently licenced
2. For the last five years how many GP dogs have finished, either retired, failed, PTs or other reason?
3. How many GP bites have been recorded for the last five years, breaking it down for month/year recorded?
4. Of these bites was it GP deployment, training, accidental, handler error or other 
5. Where was the person bitten? 
6. Injuries sustained for each bite?
7. How many of these bites were referred to IOPC?
8. How many of the IOPC referrals resulted in further action?
9. What Health and Safety protocols were changed because of these bites?
10. What policies were implemented or changed because of these bites?
11. How much money has been paid out by Gwent Police for police dog bites for the last five years?
12. A breakdown of the money paid out for the last five years by month/year for Q9?
13. How many GP deployments are recorded for each year for the last five years?

1. The names and roles/organisations of all individuals who sat on the formal interview or selection panel(s) at each stage of the process (for example: longlisting, shortlisting, final interview).
2. The capacity in which each individual participated (e.g. Police and Crime Commissioner, independent panel member, HR adviser, external assessor, senior officer, etc.).
3. Any terms of reference, governance documents, or role descriptions setting out the remit of the panel(s).
