PCC welcomes new Windrush Commissioner

15th August 2025

Police and Crime Commissioner Jane Mudd has welcomed the UK’s new Windrush Commissioner, Reverend Clive Foster MBE, during his first visit to Wales.

Reverend Foster was appointed by the UK Government to serve as an independent advocate and trusted voice for the Windrush Generation and their descendants.

The Windrush Generation refers to the African-Caribbean men, women, and children, who arrived in the UK aboard HMT Empire Windrush in 1948. They came at a time of significant labour shortages and were welcomed as part of the country’s efforts to rebuild after the Second World War.

Commissioner Mudd was joined at the meeting in Cardiff by members from Newport’s Windrush community, along with representatives of Age Alive, a volunteer group dedicated to improving social inclusion for Black and ethnic heritage residents over the age of 50 in Gwent.

Police and Crime Commissioner Jane Mudd said: “It was a real privilege to meet the UK’s first Windrush Commissioner and welcome him to Wales.

“Only last month, we marked 77 years since HMT Empire Windrush arrived on our shores. It is important that we continue to remember those men and women who contributed so much to our communities.

“Sadly, many of them were poorly treated by previous governments. Reverend Foster’s appointment is a powerful step forward, showing that their voices are now being heard and that action is being taken to ensure they receive the recognition they truly deserve.”
