PCC Questions Chief Constable on latest HMICFRS inspection report

Police and Crime Commissioner Jane Mudd held a special Public Accountability Forum with Chief Constable Mark Hobrough to discuss improvements made following the force’s latest HM Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) inspection report. The report, published earlier this year, covers the period from April 2023 to June 2025.

Police and Crime Commissioner Jane Mudd said: “The latest HMICFRS report, while recognising the good work and improvements made since the previous inspection in 2023, also highlighted areas where Gwent Police needed to improve.

“As part of my commitment to openness, honesty and transparency with our residents, I questioned the Chief Constable about these issues on camera. I want the public to see that scrutiny is taking place and that we are working to build a police service that is trusted, effective, and responsive to the needs of our communities.

“I appointed Chief Constable Hobrough in December 2024 to drive change within Gwent Police. He has implemented a new operating model, which I am confident is delivering improvements across the force, and I am seeing positive progress against the priorities set out in my Police, Crime and Justice Plan. I am reassured about the progress he is making against HMICFRS’s report and will continue to monitor this closely.”
