Thank you for your recent request under the Freedom of Information Act 2000.
Two duties are placed on public authorities under Section 1 of the Freedom of Information Act 2000 (FOIA). Notwithstanding applicable exemptions, the first duty at, Section 1(1) (a), is to confirm or deny whether the information specified in a request is held. The second duty at, Section1 (1) (b), is to disclose information that has been confirmed as being held. Under the provisions of those sections of the FOIA, we can confirm that the information you seek is partially held by the Office of the Police and Crime Commissioner for Gwent.

How much money/ donations has the commissioner given to female victim domestic abuse charities and organisations?
We fund a combined Independent Domestic Violence Advisory (IDVA) service for both male and female victims of domestic abuse so were are not able to split the funding by gender. Please see information below for both male and female victims.

3. Since 2018 till the present day has the commissioner had any contact with female victim abuse charities/ organisations in order to seek advice/ help to improve Gwent police services for victims of DA?

Unfortunately, it will not be possible to respond to questions 3 and 4 of your request within the cost threshold by virtue of section 12(1) of the FOIA, therefore in accordance with section 17(5) FOIA, this part of the email acts as a Refusal Notice and closure of this part of the request.
Section 12(1) “does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit.” The appropriate limit is set at £450, which is calculated at £25 per hour (i.e. 18 hours).
I am not able to respond to your request within the relevant cost limit as it would exceed the limit when establishing if we hold the information and time taken to gather it. In order to provide you with a response to your request, we would need to access each individual emails as well as checking records on our systems that are held within the time period specified to determine if it related to contact with a relevant charity/organisation. There is an average of 250 working days a year, and a minimum of 6 members of OPCC staff would need to check their emails and documents etc. for each working day from 2018 to date. Therefore, due to the level of correspondence received and the records held, it is very likely that in total your request would take longer than 18hours.
Section 16 of the FOIA places a duty on public authorities to provide advice and assistance to requesters in order to provide information within the cost limit. Reducing the timeframe the request covers or providing us with specific names of organisations you may have an interest in finding out information on may help bring your request within the specified cost limit.
We also provide funding to various organisations to improve services to both male and female victims, including those who have been subject to domestic abuse. More information can be found on our website Commissioning | Gwent Police and Crime Commissioner
If a response is received from you amending your request, it will be treated as a new request under the FOIA and the 20 working day timeframe for a response to be provided will start again.
