Tier 2 - Partnership Fund

Tier 2 - Partnership Fund and Commissioning Fund

Changes to the Partnership Fund

The Partnership Fund which was previously available for community groups and organisations to bid for funding for projects that have an impact on the priorities set out in the Commissioners Police and Crime Plan is no longer in operation. Funding from the Police and Crime Commissioner's office will however be provided towards the Gwent High Sheriff's Community Fund, the website for which is www.ghscf.org.uk

Funding previously available via the Partnership Fund was generated through the proceeds of crime, this money will now be used to support organisations in some of the most disadvantaged areas in Gwent, particularly those that work with children and young people who may be in danger of entering the criminal justice system or have become victims. My decision log on this process is PCCG-2018-034.

Unfortunately, the Office of the Police and Crime Commissioner for Gwent will no longer accept direct applications for funding at this time.

Partnership Fund

The Commissioner has also established an annual fund of at least £150,000, which is currently designed to assist charities, voluntary organisations and community groups involved in activities that have a positive impact on the communities they serve in Gwent, whilst at the same time contributing towards delivering the Commissioner’s priorities.

This Fund is made up of monies recovered via the Proceeds of Crime Act; the Police Property Act; and where necessary, supplemented from within the Commissioner’s overall budget.  A formalised bid process is administered by the Office of the Police and Crime Commissioner (OPCC), with bids scrutinised by a panel made up of representatives of the OPCC, the Force, Gwent Youth Forum, community groups and other partners.

Funding Provided:

2017/18

2016/17

2015/16

2014/15

2013/14

During 2013/14 monies from the Police Property Act were not incorporated into the Partnership Fund but were run as separate funding streams.  The funding was combined for the 2014/15 Partnership Fund.

Funding Provided from the Police Property Act in 2013/14

Commissioning Fund

The second component of Tier 2 activity relates to the ‘Commissioner’s Fund’, which has been initiated to ‘pump-prime’ community initiatives and commissioning activity to meet the Commissioners priorities.
